Where can you get the Spectral Halberd?
To get this weapon, you’ll be investigating the same mural you need to go to for Azkel’s quest. While you don’t have to complete Azkel’s quest to get the weapon, it’s easier to do their quest first.
To make this weapon appear, you’ll need to grab the Jacinth gem in another part of the City Below. Once you’ve caught that, you’ll have to make your way to the drawing and place the gem in the drawing.
You will be locked out of Azkel’s quest if you get the Spectral Halberd before completing their quest.
Finding the Jacinth Gem
Finding the Jacinth gem can be very dangerous, so you may want to grab some apples or prepare to heal wounds in case you end up taking a lot of damage. The Jacinth gem is hidden in a room with a large minotaur statue near the sewers.
If you head south from the arch door by the sewers, you should find a room with a red light coming out of it. Stepping inside will trigger an event and force you into a Monty Python-esque scene with the statue.
This will cost you Jacinth, so if you plan to use it for something else, do this afterwards.
No matter what choices you make, you’ll end up in the same place, hanging over a nail pit with Snell on your back. If you put points in Strength and Constitution, it’s very easy to get out of it.
Now that you’ve found the gem, you can make your way back to the Shrine. There are two ways to get there, but you’ll have to defeat Roper to get through one, so going through the Roots is the easiest strategy.

Finding the Spectral Halberd
This part is actually rather simple. Once you return to the Shrine, you can interact with the painting there. You’ll have a few dialogue options, but you can go right to put Jacinth in the drawing.
This will set off a trap that you and Snell will have a short conversation with, but luckily, you’re safe. After that, a Spectral Halberd will appear and a large skull will fall to the ground.
All you have to do is interact with the Spectral Halberd as it floats there, and it will be added to your arsenal. This weapon fits well with an intelligence build or can just give you nice bonuses if you’re tired of failing every intelligence roll.
