Ripple uses CLARITY truck as Senate bill delays crypto cloud

Ripple has stepped up its public campaign for the CLARITY Act as the legislation faces a narrow path through Congress following the Senate recess and competing legislative priorities in Washington.
Summary
- Ripple launched the “CLARITY” mobile truck campaign near the US Capitol to support the crypto market structure bill.
- The CLARITY Act faces a tight timeline after the Senate adjourned until July 13 and legislative priorities changed.
- The DOJ said the bill would not weaken the government’s authority to investigate or prosecute crypto-related crimes.
According to Ripple, the company sent a mobile advertising truck around the US Capitol carrying messages in support of the CLARITY Act, urging lawmakers to establish clear rules for digital assets while Congress continues to oppose crypto legislation.
Large digital displays on the truck feature the Ripple logo next to the slogan “On the Road to Clarity,” while other panels describe the law as a framework for clear control of digital assets.
In a July 25 X post, Ripple said the campaign is intended to keep attention on the bill as lawmakers continue to work on crypto policy.
The company wrote that the CLARITY Act will protect consumers, encourage innovation, and help the United States remain competitive in the digital goods industry.
Lauren Belive, Ripple’s head of public policy and government, also highlighted the campaign on social media. In his X post, Belive described the move as the company taking its message of “transparency” directly to Washington while Congress considers legislation.
The Senate calendar is consolidated in the CLARITY Act
Ripple’s campaign comes as the bill faces a challenging legislative schedule. Earlier this week, Senate Majority Leader John Thune adjourned the Senate until July 13 under a unanimous agreement, reducing the number of legislative days available before lawmakers again leave for the August recess.
As reported by crypto.news, representative Anna Paulina Luna criticized this decision, saying that she will not support the reopening of the House until the senators return to Washington. Luna argued that the Senate left the capital without advancing the pending legislation before the Independence Day holiday.
The pressure to organize has increased and there is new competition for congressional attention. President Donald Trump recently postponed signing the bipartisan 21st Century ROAD to Housing Act after sweeping Congress with overwhelming bipartisan support, saying he would instead wait for lawmakers to advance the SAVE AMERICA legislation.
Although the housing bill is not procedurally related to the CLARITY Act, Trump’s decision adds some legislative significance as Congress weighs several major policy measures at once.
The CLARITY Act was already placed on the Senate Legislative Calendar earlier this month after moving through a committee, while the House Financial Services Committee is expected to continue considering the proposal before any final votes are made.
The DOJ supports the bill despite concerns about law enforcement
Even as the legislation’s timetable tightens, debate about the bill’s impact on financial crime enforcement continues.
Several law enforcement agencies have warned that parts of the proposal could create a risk of financial crime investigations involving digital assets. In response to those concerns, a spokesperson for the US Department of Justice said the law would not reduce the authority of prosecutors or investigators.
According to the DOJ, law enforcement access to relevant information would remain unchanged under the proposal, and the bill would not limit government investigations or prosecutions involving crimes such as drug trafficking, human trafficking, or the financing of terrorism involving digital assets.
At the same time, Treasury Secretary Scott Bessent has continued to support congressional action regarding crypto legislation. Bessent said digital currency for the U.S. central bank is “off the table” under the current administration while urging lawmakers to continue advancing digital assets legislation, including the CLARITY Act.
With Congress now operating under a compressed legislative calendar, Ripple’s public campaign comes as supporters of the bill seek to maintain momentum before lawmakers return to Washington in mid-July.
